Small and medium-sized enterprises are an important force in China's national economic and social development. Promoting the development of small and medium-sized enterprises is an important basis for maintaining a stable and rapid development of the national economy and a major strategic task concerning people's livelihood and social stability. Affected by the international financial crisis, China's small and medium-sized enterprises have had difficulties in production and operation since the second half of last year. The central government timely introduced relevant policies and measures, increased fiscal, taxation, credit and other support, improved the business environment of small and medium-sized enterprises, and the positive changes in the production and operation of small and medium-sized enterprises, but the development situation is still grim. The main performances are: difficulties in financing and difficulties in guarantees are still outstanding. Some support policies have not yet been put in place, enterprises are burdened, market demand is insufficient, overcapacity, economic benefits have fallen sharply, and losses have increased. More active and effective policy measures must be taken to help SMEs overcome difficulties, transform their development methods, and achieve sound and rapid development. The following comments are now made to further promote the development of SMEs:
I. Further create a favorable environment conducive to the development of SMEs (I) Improve the SME policy and legal system. Implement policies and measures to support the development of small and medium-sized enterprises, and clean up laws, regulations and rules that are not conducive to the development of small and medium-sized enterprises. Deepen the reform of monopoly industries, expand the scope of market access, reduce barriers to entry, and further create an open and fair market environment. Accelerate the formulation of financing guarantee management measures, revise the General Rules for Loans, revise the standardization standards for small and medium-sized enterprises, and clarify the support policies for small enterprises.
(2) Improve the relevant systems for government procurement to support small and medium-sized enterprises. Formulate specific measures for government procurement to support the development of small and medium-sized enterprises, and increase the proportion of goods, engineering and services for purchasing small and medium-sized enterprises. Further improve the transparency of government procurement information release, improve the government's public service outsourcing system, and create more opportunities for SMEs to participate.
(3) Strengthening the protection of the rights and interests of small and medium-sized enterprises. Organize and carry out supervision and inspection of relevant laws and policies of SMEs, especially the implementation of financial and fiscal policies, give play to the role of news public opinion and social supervision, and strengthen the evaluation of policy effects. Adhere to administration according to law and protect the legitimate rights and interests of small and medium-sized enterprises and their employees.
(4) Building a harmonious labor relationship. Take effective measures to increase support for labor-intensive SMEs, encourage SMEs to lay off employees, reduce layoffs, and stabilize and increase jobs. For small and medium-sized enterprises to attract employment of difficult personnel, sign labor contracts and pay social insurance premiums, basic old-age insurance subsidies, basic medical insurance subsidies, and unemployment insurance subsidies shall be granted within the corresponding time limit. For those small and medium-sized enterprises that have been greatly affected by the financial crisis, the implementation period of the phased subsidy of social insurance premiums or reduction of rates will be extended to the end of 2010, and social insurance subsidies or post subsidies, on-the-job training subsidies, etc. will be given for a certain period of time. . SMEs can negotiate with employees on wages, working hours, and labor quotas. If they meet the requirements, they can apply to the local human resources and social security department for comprehensive calculation of working hours and irregular working hours.

(7) Further broaden the financing channels for SMEs. Improve venture capital and financial leasing policies, and vigorously develop venture capital and financial leasing companies. Encourage relevant departments and local governments to set up venture capital guiding funds, guide social funds to set up venture capital enterprises that mainly support small and medium-sized enterprises, and actively develop equity investment funds. Play the role of financing leases, pawns, trusts and other financing methods in the financing of SMEs. We will steadily expand the issuance scale of SMEs' collective bonds and short-term financing bills, actively cultivate and standardize the development of property rights trading markets, and provide services for SMEs' equity and equity transactions.
(8) Improve the credit guarantee system for SMEs. Establish multi-level SME financing guarantee funds and guarantee institutions including central and local financial contributions and joint ventures. The finance at all levels should increase support and comprehensively use capital injection, risk compensation and incentive subsidies to improve the financing guarantee ability of guarantee institutions for small and medium-sized enterprises. Implement the policy of exempting business tax, reserve withdrawal and pre-tax deduction of compensation for qualified SME credit guarantee institutions. Land and resources, housing and urban-rural construction, finance, industry and commerce departments shall provide quality services for SMEs and guarantee institutions to carry out registration, confirmation and transfer of collateral and quality. Strengthen the supervision of financing guarantee institutions and guide their standard development. Insurers are encouraged to actively develop insurance products for SMEs.
(9) To play the role of credit information services in the financing of SMEs. Promote the construction of credit system for SMEs, establish and improve the credit information collection mechanism and evaluation system for SMEs, and improve the credit rating of SMEs. Improve personal and corporate credit reporting systems to provide convenient and fast enquiry services for SME financing. We will build a credit constraint mechanism that protects the trustworthiness and disciplinary punishment, and enhances the credit awareness of SMEs.
Third, increase financial and tax support for small and medium-sized enterprises (10) increase financial support. (11) Implement and improve tax incentives. The state uses taxation policies to promote the development of small and medium-sized enterprises. The specific policies are formulated and formulated by the Ministry of Finance and the State Administration of Taxation in conjunction with relevant departments. In order to effectively cope with the international financial crisis and support the development of small and medium-sized enterprises, from January 1, 2010 to December 31, 2010, small-scale profit-making enterprises with annual taxable income of less than 30,000 yuan (including 30,000 yuan) The income minus 50% is included in the taxable income, and the enterprise income tax is paid at the rate of 20%. SMEs invest in state-encouraged projects. (12) Further reduce the social burden of SMEs. Administrative fees and government fund projects that have not been approved in accordance with the prescribed authority and procedures are all cancelled. Comprehensively clean up and rectify the charges related to small and medium-sized enterprises. The focus is on the fees for intermediary services for administrative licensing and compulsory access, and the monopoly of operating service charges, which can be exempted, reduced, reduced, and slowed down. Strictly implement the publicity system for toll collection projects, publicize pre-approval projects, procedures, and charging standards. It is strictly forbidden for local and departments to establish administrative fees and charges, and may not transfer administrative fees to operating service charges. Further standardize the behavior of collection, fully implement the SME registration card system, and set up government SMEs at all levels to pay for reporting calls. We will improve the supervision system for small and medium-sized enterprises at all levels, and seriously investigate and deal with arbitrary charges, fines and various apportionments. No department or unit may profit by forcing SMEs to purchase products and accept designated services. Strictly implement the laws and regulations governing tax collection, and may not levy taxes or apportion taxes to SMEs in violation of regulations.
Fourth, accelerate the technological progress and structural adjustment of SMEs (13) Support SMEs to improve their technological innovation capabilities and product quality. Support small and medium-sized enterprises to increase investment in research and development, develop advanced and applicable technologies, processes and equipment, develop new products that are marketable, and improve product quality. Strengthen the integration of industry, university and research and resource integration, strengthen intellectual property protection, focus on promoting brand building in light industry, textile, electronics and other industries, and guide and support small and medium-sized enterprises to create their own brands. Support traditional Chinese enterprises such as China's old-fashioned brands to apply for trademark registration, protect trademark exclusive rights, encourage mining, protection, and transformation of traditional folk crafts, and enhance characteristic industries.
(14) Supporting SMEs to accelerate technological transformation. In accordance with the requirements of key industry adjustment and revitalization planning, SMEs will be supported to adopt new technologies, new processes, new equipment and new materials for technological transformation. In the special investment in technological transformation within the central budget, it is necessary to arrange funds for technological transformation of small and medium-sized enterprises, and local governments should also arrange special funds for technological transformation of small and medium-sized enterprises. If the fixed assets of small and medium-sized enterprises need to accelerate depreciation due to technological advancement, the depreciation period may be shortened according to regulations or the method of accelerated depreciation may be adopted.
(15) Promote energy conservation, emission reduction and cleaner production of SMEs. Promote the promotion and application of key energy-saving and emission reduction technologies and high-efficiency energy-saving products and equipment in small and medium-sized enterprises. In accordance with the requirements of developing a circular economy, resources recycling between SMEs is encouraged. Encourage professional service organizations to provide contractual energy management and energy-saving equipment leasing services for SMEs. Give full play to the role of the market mechanism, comprehensively use financial, environmental protection, land, industrial policies and other means, and eliminate backward technologies, processes, equipment and products in small and medium-sized enterprises in accordance with the law to prevent the transfer of backward production capacity. Strictly control the excess capacity and the blind development of the "two high and one capital" industry. For investment projects that are included in the catalogue of income tax concessions for environmental protection, energy conservation and water conservation, corporate income tax benefits are granted as required.
(16) Improve the level of enterprise collaboration. Encourage small and medium-sized enterprises to carry out various forms of economic and technological cooperation with large enterprises, and establish stable cooperative relations of supply, production and sales. Encourage large enterprises to strengthen cooperation with small and medium-sized enterprises through professional division of labor, service outsourcing, and order production, and actively provide technology, talents, equipment, and financial support to small and medium-sized enterprises, and timely pay for goods and services.
(17) Guide the development of small and medium-sized enterprises. In accordance with the principle of reasonable layout, distinctive features, intensive use of land, and environmental protection, we will support the cultivation of a number of key demonstration industrial clusters. Strengthen the environmental protection of industrial clusters, improve the conditions of industrial agglomeration, improve service functions, strengthen leading enterprises, extend the industrial chain, and improve the level of professional cooperation. Encourage advanced SMEs in the eastern region to strengthen cooperation with SMEs in the central and western regions through acquisitions, mergers, reorganizations, joint ventures, etc., to achieve an orderly transfer of industries.
(18) Accelerate the development of productive service industries. Encourage SMEs to develop in the fields of technology research and development, industrial design, technology consulting, information services, modern logistics and other productive services. Actively promote small and medium-sized enterprises to expand in new areas such as software development, service outsourcing, online animation, advertising creativity, and e-commerce, expand employment channels, and foster new economic growth points.
V. Supporting SMEs to open up markets (19) Supporting SMEs to actively explore the domestic market. Support qualified SMEs to participate in the business of home appliances, agricultural machinery, automobile and motorcycle going to the countryside, home appliances, and automobiles. Special funds for SMEs and funds for technological transformation should focus on supporting small and medium-sized enterprises with stable sales channels and high market share. (24) Improve the government's services to SMEs. 8. Strengthen leadership over the work of SMEs (28) Strengthen guidance and coordination. In addition to conforming to Chinese safety and quality standards for escalator equipment, the TX Series will be manufactured in accordance with Hitachi's own strict standards of safety and quality, adhering to safety standards in all other regions. The TX Series offers flexibility with a selection of various product specifications, as well as its excellent design and safety features, designed to cater to a diverse range of customer needs. It also saves space required for the installation, covering a smaller area in comparison with existing products*2.

Hitachi will begin sales of the TX Series in Thailand, followed by launches in the Philippines, Malaysia and various other regions, and aims to receive orders of 10,000 units in 2018 in China, India, Asia and the Middle East.

Features of the TX Series

  1. Safety
    The TX Series offers various new safety features designed with optimal user safety in mind. The side portions of the steps are 8 mm higher than the central portion to prevent accidents in which a users' shoe can become caught between the step and the skirt (side wall) of the escalator. The new TX series has also been fitted with brushes located at foot level on the left and right skirts to let users know if their foot comes into contact with the side walls. A special finish has also been adopted for the landing plates at the entry and exit points of the escalator to prevent users from slipping when getting on and off the escalator.
  2. Design
    The TX Series adopts a simple and functional design that offers the smoothness, safety and comfort that users unconsciously expect to experience when riding an escalator. For example, by minimizing the size of the metal frame supporting the escalator's balustrades, the TX Series' design maximizes the size of the glass surfaces, and achieves greater simplicity at the entrance and exit points (landings) by reducing the number of recesses and protrusions around the hand rail. Additionally, by expanding the installation space of the light fixture, the TX Series also enables enhanced lighting options for illuminating the entire surroundings of the balustrades.
  3. Space saving
    By shortening the span dimensions*3 by 150 mm, the TX Series has made it possible to install escalators in more confined spaces where installation presents difficulties with conventional product designs.
