Li Zhongjuan pointed out in his speech that China's economy has generally experienced excess production capacity, and some industries have even experienced serious overcapacity, resulting in the waste of social resources, reduced efficiency of allocation, and impeded upgrading of the industrial structure. In order to effectively implement the work of resolving severe overcapacity, the National Development and Reform Commission will work together with related departments to do a good job of explaining and guiding the implementation of the "Guidance Opinions," resolutely curb new capacity investment, and strictly prohibit new capacity projects; Under the current framework of laws and regulations, relying on local governments and using market methods, we will solve problems accumulated over many years in a comprehensive and systematic manner and properly handle projects that have been built in violation of regulations. At the same time, optimize the layout of the steel industry, continue to support structural adjustment projects, orderly promote the industrial gradient transfer and environmental protection relocation, retreat into the park; support cross-regional capacity replacement, and guide the concentration of domestic effective production capacity to advantageous enterprises and areas with comparative advantages; The structural adjustments in six key regions, such as Shandong and Hebei, were taken as the focus of the resolution of the contradictions in the overcapacity of steel. Li Zhongjuan stressed that resolving the contradiction of serious overcapacity is a very complicated, arduous and urgent task. It requires the joint efforts of all relevant departments and requires the strong support of local governments, industry associations and enterprises.
