The first speaker was Qian Yuhao, a member of the Advisory Committee of the Ministry of Land and Resources' Consultation and Research Center. He focused on the basic conditions and development of China's mine ecological environment. He said that mining is a double-edged sword. It has made irreplaceable and significant contributions to the progress of human society and material civilization, but it has also produced very complex and serious environmental problems.

As far as the mining environment is concerned, the existing problems can basically be divided into five categories: First, land compression and landscape destruction; second, destruction of vegetation and ecology; third, the influence and destruction of groundwater systems; and fourth, multiple geological formations. Disasters are the most critical pollution problems. At present, the mine environment in China is generally not optimistic. Coal mines accounted for 19.54% of the serious environmental problems, accounting for 48.53%; serious non-ferrous metal mines accounted for 21.66%, more serious accounted for 43.42%; building materials and general non-metallic mines accounted for more than 20.85%.

China's understanding of mine environmental governance was relatively late and started relatively late, but it also introduced a series of laws and regulations. In addition to the Environmental Protection Law of 1989, there are two directly related issues: one is the Mineral Resources Act of 1986 and the other is the Land Reclamation Regulations of 1989. In 2010, the State Council revised it again and put forward different requirements. The most obvious change is the emphasis on pollution.

Qian Yuhao introduced that after the establishment of the Ministry of Land and Resources, it has been continuously investing funds in the restoration of the mine environment. From 2000 to 2006, a total of 2.4 billion yuan was invested and 797 mine environmental remediation projects were organized and implemented. However, during this period, the overall contents were mainly caused by mining-induced geological disasters, land reclamation, and the use of waste water and waste. After 2006, the state intensified efforts in environmental governance, with an average annual investment of about 2 billion yuan, and it has been increasing year by year. By the end of 2014, the accumulated environmental restoration funds for mines reached 90.1 billion yuan, driving local governments and enterprises to raise funds by 60.4 billion yuan. yuan. At the same time, the mine environmental management began to collect security deposits, and the accumulated refund of deposits reached 30.7 billion yuan.

Qian Yuhao believes that the future development of the mining environment will be both a long way and a bright future. Today, green development has formed an upsurge in the world. China's “Thirteenth Five-Year Plan” has set clear requirements for mine environmental issues and is formulating follow-up incentive policies; mine environmental restoration and mine construction are becoming institutionalized and standardized. He said: “In the future, the mine environment must be restored with technical support. It is a huge system project involving many disciplines. Only by co-constructing plans and exploring solutions, can we achieve the beautiful green and blue waters in accordance with local conditions and due to mine conditions. aims."
